I recently posted this look in my club, so I thought I'd share it with you guys. 

This is fairly easy even if you don't own this hairstyle, (which can be bought with SC) any platinum blond hair style with bangs can work. She wears blue and pink highlights, but if you don't have them feel free to use any other colors or none. Your skin tone should be somewhere towards the center of the bar.
